WWE NXT was created as a developmental system for talent that WWE signs from the independent wrestling scene or from other sports. They even created a Performance Center.
In addition, NXT is used to create new stars as well as get veteran wrestlers used to the WWE style such as in-ring work and promos. Some fans feel that it is still a developmental system while others are convinced it’s the third WWE brand along with Raw and SmackDown since they got a television deal with the USA Network.
Adam Cole has done it all in NXT so when a fan asked him about a potential move to Raw or SmackDown this year, he made it clear that he considers NXT as the main roster.
