On Sunday during the WWE WrestleMania Backlash pay-per-view, an ad aired for this year's Money In The Bank show. The ad featured Cody Rhodes saying that this year's MITB winners will get a title shot at WrestleMania. Rhodes did not say anything about the winners being able to cash in whenever they wanted.
That is a change from previous years and would mean that the top matches for WrestleMania would be set in July. Some people online believed that what was said in the ad was an error but it aired again on Raw and it wasn't edited. It also aired again during the NXT 2.0 broadcast.
Dave Meltzer noted in the Wrestling Observer Newsletter that the only direct word from someone in the company is that nothing is definitive either way. Another person noted that Vince McMahon has plans in place for the top matches at WrestleMania and the MITB winners "wouldn't be that."
Again, the commercial aired three times without an edit. So, unless something changes, it looks like the MITB winners will get a Mania title shot. This means that there would need to be another World Title for the Men's Royal Rumble to compete for.
