WWE decided against using NXT 2.0 stars in the Men’s and Women’s Royal Rumble matches.
There were several NXT stars considered to be in the matches and that included current NXT Champion Bron Breakker, who recently began a feud with Dolph Ziggler on social media.

Dave Meltzer reported in the latest edition of the Wrestling Observer Newsletter that at one point, WWE considered doing a spot with Ziggler and Breakker in the Rumble to help build up NXT. However, the decision was made not to have anyone from NXT in the Rumble.
This past Tuesday night on NXT 2.0, Breakker teamed up with Tommaso Ciampa to defeat Legado del Fantasma. WWE is building to a title match between Breakker and Santos Escobar, seemingly for the NXT Vengeance Day special on February 15.
