Vince McMahon continues to phase himself out and is giving more control to Stephanie McMahon and Triple H. Stephanie and Triple H produced WrestleMania but it was even more obvious on Raw because the show had a heavy NXT influence. All of the debuts on the show are characters that Triple has been working with in NXT.
The WrestleMania script had several versions to prevent things from leaking out.
